In response to the recent community complaints from professionals and non-professionals alike , Blizzard has announced upcoming ladder changes and explained a bit about why Legend-ranked players have been facing non-Legends more frequently in recent months. Essentially, ladder has been working as designed, but an unintended consequence of having more people reach Legend each month was that losing games hurt a lot more, especially at the lower end of the Legend ladder, where players can get stuck in a downward spiral playing against non-Legend players.
Starting in July, it will be harder for Legend players to be paired against non-Legend players, hopefully making for better play experiences for Legend players and non-Legend players alike. Once a Legend player has a low matchmaking rating, it can become difficult for them to gain ranks. Ranked also known as Ranked Play is the serious side of Play mode , with players able to earn special ranks to reflect their prowess in battle this season. Winning and losing matches can gain or lose players rank, with the player's rank determining matchmaking.

What the hell is going on with Hearthstone's matchmaking?
We use a formula to assess player skill. We call this rating MMR for short. In casual and at Legend rank, we pair players with similar MMRs. In Ranked below legend, we pair people with similar star ranks instead of similar MMRs. Your rating is the only input that the matchmaker receives. If it finds someone else with the same MMR as you, it pairs you into a game. Usually a match is found so quickly that the widening bounds never really matter. After the game, your rating is updated, and the process is repeated the next time you queue up. So let me get this right they do use MMR in Casual and Legend but just the star ranks for ranked players not in legend. And they could do this to get them playing against other people where one is clearly more favoured to win the match than the other.
Ranking, Matchmaking and Challenge Systems – A Hearthstone Demonstration
Matchmaking is the process of determining appropriate pairings in Hearthstone. The matchmaking process functions differently for each game mode. In each case the system attempts to find a player of as similar matchmaking value rating, rank or record as possible. When a player enters the matchmaking queue the system will attempt to find another player in the queue with an identical matchmaking value. If a perfect match is not found, the matchmaking system will "wait a few seconds" and then search again.
Play mode is a game mode that matches players against other human players of similar skill. Players can choose to play Casual 'friendly' games, or take part in Ranked play, earning special medals to reflect their skill and standing within the community. Play mode represents the standard mode of Hearthstone play, and can be accessed through the 'Play' button from the main menu screen. Featuring human opponents who can offer a challenge above that of Practice mode , but lacking the high-stakes gambling elements of the Arena , Play mode is the standard mode of Hearthstone play. It offers more experience than Practice mode above level 10, and allows the completion of daily quests , as well rewarding players with 10 gold for every 3 victories, up to a maximum of gold per day. Play mode is the main forum for play using constructed decks.
